What are some implications of an Internet without an owner?

If 80-90% of the public use Internet Explorer, and that browser has proprietary hooks into the HTML, does Microsoft begin to "own" the Internet? If there is a web site that is IE only (For example: US Gov't site for Katrina aid), then the Internet is no longer an open network of shared resources.
How is our perception of distance altered when any document any where can be accessed and viewed in milliseconds?
All hyperlinks are equal distances, and the metaphor of "places" on the Internet creates a compression of distance with all "places" equally as close. How does this affect our perception of information and location?
